Sowerbutt muffled a gasp as he opened the file. The first three sheets were typed in German; at the bottom of each was the unmistakable scrawl of Rudolf Hess. A fourth letter, written in English, bore the sloping signature of Walter Funk, Reich Minister of Economics, underneath. He read that preferential distribution rights and manufacturing partnerships were being offered to US companies. A fifth sheet was headed Summary of Tariff Treaty, Report to Secretary of State Hull.
